Because dems hold all 3 chambers and can pass a debt ceiling increase with budget reconciliation using a simple majority. The problem with that is that dems wanted to use reconciliation (which IIRC can only be done once a year) on the $3.5 trillion house bill that they also can't get to 60 votes for, so they'd have to sacrifice the ability to push other agenda items through in order to raise the debt.
