The Senate is sitting on a bipartisan $1 trillion infrastructure bill that Biden is ready to sign, but the house won't look at because they want their own package $3.5 trillion package forced through. It's more that the GOP is forcing the dems to decide what is a more important use of reconciliation if they're going to plan on using it for agenda items that the GOP doesn't support. But to reiterate a key point of my post: dems are 100% capable of raising the debt ceiling entirely on their own using reconciliation. The GOP is completely powerless to stop them.
