If I'm out someplace, the person in question just happens to be there, and a photo op just spontaneously happens, then sure, whatever. I'm not famous or important enough that a photo op with me is going to be an endorsement for them, so there's no real harm in being polite and getting a picture just for the story. If it's a case where I'd have to go way out of my way for it to happen, or if it's someone I really dislike (or outright hate), I wouldn't.
