Nobody outside of die-hard Loony Tune fans care to make a distinction between them being actors or not. As far as they know, Pepe Le Pew is the skunk who talks and forces himself on a cat. They don't care that he is actually a skunk actor playing the role of a skunk that forces himself on a cat.

Theyre literally just background characters in a crowd filled with other WB characters. Pepe would actually have a role in the movie and his entire character is simply being a sexually offending skunk. If they put him in theyd have to change who he is completely so they just left him out. This isnt rocket science lol.

This. The scene he was originally in was legit calling out the stuff old Pepe Le Pew cartoons were known for.

Also, FWIW, in New Looney Tunes, they shifted his character to a spy agent who's evading biohazard units trying to arrest him. I think he casually hits on a fox-lady spy a couple of times, but only insofar as he like, offers her chocolates or his eyes turn into hearts or something, but she turns him down everytime.

Either way, the idea Pepe Le Pew can't be modernized to not fit for modern audiences is silly.

Most characters except Bugs, Daffy, and Lola were only given a small bit of spotlight in the original film anyway. Everyone else just had a moment or two and a handful of lines of dialogue. Pepe's removal was just virtue signalling; it is what it is.
