A lot of the people who pay with change tend to be older, and if they're using either a card (for safety) or not out as much, that can have an impact. Businesses being closed and people staying home means money in general isn't moving around, and banks being closed or restricted means money isn't being physically transferred as well as it should. It's not really a coin shortage, more that coins aren't circulating the way they're supposed to.
