Teachers have been telling pupils to wear shorts under their skirts to protect themselves from upskirting, MPs have heard. Ofsted chief inspector Amanda Spielman said schools needed to find ways to allow girls to feel comfortable playing without "victim blaming". The schools watchdog faced questions from the Commons Education Committee after a damning report found that nearly nine in 10 girls had been sent unwanted explicit pictures or called sexist names. It comes after reports that some schools have asked girls to wear 'modesty shorts' under their dresses to prevent boys taking pictures or looking up their skirts. Tory MP Tom Hunt said: Teachers have been reported as telling girls to wear shorts under their skirts to prevent boys upskirting. "How confident are you that current safeguarding inspection frameworks are appropriate to affect this type of misogyny in schools? Ms Spielman replied: "I think it's really important that we don't slide into a sort of national culture that is essentially victim blaming. "In a primary school I would very much hope that we can find solutions in addressing any cultural problems that could be making girls feel uncomfortable doing normal things that every child should be doing in the playground - doing somersaults or cartwheels or what have you.

A grim report last week revealed that boys treated sharing nudes like a collection game on Whatsapp and Snapchat - with children as young as 10 sending naked pictures. Ofsted found young people often did not report sexual harassment as it had become "normalised", with one Year 12 pupil saying the sharing of explicit pictures was so widespread it was like whack a mole. Ms Spielman told most girls she had spoken to "laugh that off and think it's contemptible". "They would not want to be pulled into safeguarding procedures by reason of being sent a photograph that they think is simply contemptible," she told MPs. She added: "In sexual misconduct of every kind, there is a spectrum from the truly evil and appalling at one extreme, all the way down to things which are essentially clumsy explorations of emerging adolescent sexuality."

I don't get why people take advice of preventative measures as victim blaming. It's two different things. This seems to be recognizing the problem and providing possible workarounds to prevent people from being victimized to the best of their ability. Unless this comes along with them literally doing nothing to try to find and punish the harassers, then this seems like a nothingburger.

Telling people crime is bad is and always has been ineffective. Even with severe punishment and clearly stating that doing a bad action is wrong, they still do it.

Wearing shorts under a skirt to avoid upskirting isn't bad advice in itself so long as the school is also implementing very strict education on why upskirting is sexual harassment and completely unacceptable and have appropriately harsh punishment for the people doing the upskirting. I mean a school can do everything in its power to try to prevent it from happening but sometimes there is just going to be that asshole who does it anyway.

But if "wear shorts" is there primary response to upskirting then the school can get fucked.

Plenty of research out there showing you're wrong. Just a sign saying, "Don't rape," is enough to lowet rape incidence. Sexual harassment education, good sexual harassment education, is effective.

maybe dont force the girls to wear skirts in the first place? i went to public school for all my grade school years, and girls never wore skirts for this very reason. and every girl i've ever talked to that went to a private school with skirt requirements said this shit was a constant issue.

That's life and society, mate. And a bit of biology.

Sexual harassment is not "boys will be boys" behavior. Claiming it as such just normalizes it. Will there always be some little shits that still do it sure, but most people with appropriate education and, when needed, discipline will knock that shit off.

So if that means the school needs an assembly, or special class discussions or whatever to explain why upskirting is completely unacceptable and to lay out the punishment for when it does happen, then do it. And for the kids that are still doing it after the fact, the school needs to come down HARD. Suspend the kids. Remove their ability to participate in extra-circulars. Make it is abundantly clear that if they can't demonstrate the ability to behave appropriately around people, then they just won't get to be around people.

Saying "boys will be boys" and chalking it up to an unfixable problem just reinforces that it is normal and okay. Fuck that. You try to fix it and if kids still insist on it, you make sure they feel the full consequences of their actions.

If even 20% of the kids learn to not sexually harass people then it is worth it and I'm guessing it would be a higher percentage than that.

schools do try, problem is they cant just shoot/imprison the children, they cant expel them, and any form of suspension is seen as a benefit for many of them. there's no real way to punish the behavior.

again, the bigger issue here is why some schools still push dress codes where girls have to wear skirts when this shit is going to happen anyway.

yeah. Taking pictures aside since thats completely different, boys are always gonna try to look up a girls skirt if they get the chance. Thinking back to all my years of public school I can think of maybe like 3 girls who wore dresses/skirts outside of stuff like plays and dances
