I dont see this as victim blaming, but good advice we shouldnt need. Its like telling people to keep their doors locked so people dont steal from you.

Sadly we cant teach some people not to steal, and not to be perverted. Lots of scummy people and you have to protect yourself

With that said, thats just in general. If the school isnt punishing the people taking picture, than thats a whole other issue.

But also these are stupidly young boys that are becoming aware for the first time in their lives they like seeing a woman's genitals. The school is stupidly putting young girls in skirts and then having all of them in classes together.

How could this happen people wonder when there are hit songs like WAP and only fans and streaming on twitch in a bikini is normalized and celebrated.
The fact is young people have been consuming this type of media all their life so now this kind of behavior has become not only expected but totally normalized. When you have platforms dedicated to objectifying and sexualizing women don't be surprised when that is all people know. This isn't just a problem with boys it is a societal problem.

That is not a valid reason to take active steps to educate and prevent this sort of behavior. In fact if your theory is right and more sexualized media is causing kids to commit more sexual harassment, then it is even more important that education and preventive measures are put into place.

What exactly can the school do that isn't endorsing physical violence as some people are saying to do?

Let's be honest, if we are trying to teach boys not to be peevy little creeps, we are also trying to teach all kids not to respond to negative things with physical violence.

If a girl is encouraged to physically attack a kid who is doing something gross like this, are we not encouraging everyone to resort to violence? What about if someone calls you a derogatory term?

I think the main way to deal with it moving forward is suspension. Like minimum two weeks. This will inconvenience parents enough that they will be the further disciplinarian. This sort of behavior starts at home and needs a solution that involves a change at home... cause the schools are not advocating or creating a culture that makes it OK to be a skeevy perv.

Realistically the only thing schools could do is confiscate phones/any recording device as students come in every day and punish students who are caught with them.

But nobody would approve of that

It's kinda annoying cause that's an actual good solution, but you're right, nobody would go for that. They don't seem keen to go for harsher (non-violent) punishments either, or trying to further restrict porn access for children. With all the good solutions taken away, suggesting preventive measures is all they really have left.
