It's the same people who thought the gradual loosening of restrictions meant the pandemic was over. The nuanced distinction between "safer" and "safe" is lost on such individuals.

They actually literally don't. The CDC spread an exaggerated number initially of something like 10% based upon venues that have indoor/outdoor spaces. But epidemioligists have since come in and run the numbers and its less than 1%, maybe even under .1% of spread can be attributed to outdoor transmission.

Even at concert venues where people are pretty damn close together the statistics were something like 1-3 out of 7,000. But I don't remember where I read that.

It does make a pretty substantial difference to have free air exchange, plus sunlight kills it. It's far from complete protection, but masking while outside is enough to almost totally prevent protection (hence the BLM protests didn't result in the massive spikes everyone was bracing for).

Pretty much everything I've seen on the matter has said that they surprisingly really didn't transmit it much at all (including, I might add, you yourself saying that them being allowed and not causing massive spikes being an indication that distancing recommendations were stupid), to say nothing of the fact that "early transmission" largely happened before late May, so... [Citation needed]
