It is for children with disabilities. They give the kids a cape when they meet the fundraising goal so they're a 'tiny superhero' or whatever. Her goal is $50 and she already has $15 and I'm going to donate as well. My daughter has epilepsy and ataxic cerebral palsy if you were wondering what exactly her disability was.
