If you're looking at kill count (and excluding angels of death because, honestly, those are like cheating), Luis Garavito had 138 confirmed victims with as many as 300 possible victims. He (actually they, it turned out it was 2 cousins working together) raped, tortured, then strangled his victims, then dumped their naked bodies on the hillsides north of Los Angeles. The youngest victim was 12.
