She works a part time min wage job now struggling while I make an average amount and also save up to pay for my kids education if they wanna go that route. but people make bad decisions, so to ensure this, we should make sure that people who can't afford to raise their children aren't able to have children if they can't control themselves. That way, people who make bad decisions can't hurt society by bringing kids into the world that they can't afford, becoming a burden on the rest of society.

I have a childhood friend who is on kid number 6, she's an off and on meth addict and she just keeps having them. Thinks they'll somehow change or fix things for her. I have to just shake my head when I see she's having her next kid. She's already had all the others taken away from her too.

Thanks to welfare benefits most parent(s) in the poverty line can financially support their kids. The real issue though is raising them into self sufficient, law abiding, and productive adults.

Which requires good parenting. Or more then the bare minimum which you see all to often in inner city neighborhoods.

That's a total crock of blank slate bullshit. Genes play at least 50% of the role in determining intelligence and after the age of ten, a person's IQ has more or less stabilized, meaning that you can't use environmental interventions at that point to increase someone's intelligence.
