All I can remember is a scene where the killer is actually revealed to be multiple killers. They one by one emerge from the shadows surrounding the protagonist. If I recall they were also in costumes. It could be a TV show as well.

Hilariously the film Smiley came to mind but I don't think it's that.

It also kind of sounds like the Black Mirror episode "White Bear".

I have a an obscure one, but unless you have Shudder it's doubtful you watched it. Maybe The Gallows 2?

Oh wait I think I remember! It might actually be Hot Fuzz!

Edit: it doesn't look like that's what it was, but the plot twist was still very similar.

I mean it's entirely possible I'm combining several movies in my head, but I think the general idea is there's a killer throughout the movie making the audience think there's only one. Then during a chase scene the protagonist runs into them, but turns around and sees another and another, then they eventually close in.

Hot Fuzz came really close story wise, but I don't think it has an actual scene that does that.

Hot Fuzz has the main character end up stumbling upon the whole town in a cult scene where they then admit they were all in on it/explain the kills/etc. That's the closest it gets. Though they are all in black cloaks/hoods, and they do start closing in on him, so maybe you're mixing it with something else in your head?

Yeah I'm thinking I'm just mixing a ton of movies up in my head and ended up succumbing the Mandela Effect.
