Why would this be an issue anyway? First, a lot of companies ask about that in their hiring process. Second, and more importantly, if somebody isn't a citizen or lawful permanent resident, why shouldn't companies be allowed to not hire them on those grounds? Is America really desperate to keep Americans from working? If anything, SpaceX should be applauded for not exploiting the H1B system.
