The bill McConnel wants is unwanted by Trump, and thus unwanted by his base, who will see any further attempt by McConnel to push the bill to be an attack on Trump. Meanwhile, there is the $2000 bill Dems and Trump both say they want, and McConnell, along with many Republicans, say they do not want.
