Literally nobody converses with every single neighbor on their block. Ever. It doesn't matter if it's someone being a drunk idiot or people relaxing and having a BBQ. Assumptions aren't even a factor here, because it doesn't matter what they're doing. All that matters is, their music is loud, it's infeasible to get to know every single damn neighbor, and there are more glaring risks from confronting your neighbor yourself about the music than there are from anonymously notifying the police.

That depends what you mean by conversing. I've introduced myself to everyone on the block and told them which house is mine. Whether it was when I was out on a run, walking the dog, taking care of some errands, it was incredibly easy just to stop and say something. Took about a minute and everyone was on their way, and within a couple of months I'd gotten a base level of familiarity with a majority of my neighbors. There are now some people I'll shoot the shit with and I would say I'm fairly close (as close as neighbors can be) with a few but for the most part, it's just a super casual acquaintanceship.

Here's the thing though, you don't even have to know everyone. As long as somebody knows someone else and you know someone who knows them, you're already way better off than if nobody knows anyone else. The goal is to simply not be a group of total strangers living in close proximity. That breeds distrust and resentment, which is bad even aside from the topic at hand. Having a network of people who can look out for one another and the general peace of the neighborhood is an invaluable tool.

And the whole point of being proactive is not to have to confront someone without knowing how they'll react. I'm not a confrontational person. Up until a few years ago, I preferred to let things happen as they may and stick to myself but I'm glad I decided to go along with a lot of the other neighbors and actually try to build a community, and it has paid off. If someone is being a nuisance, there's usually more than one person who is speaking up about it so that it's not just one person being a fussy Freida.

You also don't have to be nosy, persistent, or intrusive, nor do you have to be an open book. Even with the neighbors I'm close with, I'm still not anywhere as close as I am with friends I've made elsewhere and I think we all have an understanding of those boundaries. You don't even have to like someone. I think there are some Trumpers and other unsavory types near me that I personally don't want to associate with but we have a common interest in keeping this neighborhood safe and peaceful, so I go along with a very basic level of courteousness and cooperation.

I'm not going to act like this is possible everywhere. I've lived in some places where this wouldn't have worked out and I get that. People don't even want to try though, and would rather normalize calling the police over dumb stuff and act like talking to neighbors is some alien concept. That's sad. That's really sad.

Nobody likes the idea of having to call the cops over a measly noise disturbance. But when you consider the worst case scenario, it's the safest option. You confront your neighbors about it, they say no, and continue to keep doing it, then what? If someone else calls the police, they're going to think it's you. Then you have someone with personal disdain for you living right across the street. It's a can of worms that's not worth opening

Is it possible that they could just be cool about it? Definitely. But that's not a guarantee, and you certainly can't operate under the mindset that because you'd be okay with it, everyone else would.

Pretty much this. The only way I would personally go ask them to turn it town is if I already knew them and we had a good report.

Only time I ever legit came close to calling the cops was when this group held a party until 5 a.m. and they not only were practically yelling for some wacky reason, but they also keep slamming their doors. I thought maybe they were (Edit: celebrating) something big, so I chilled out about it. Luckily, they never did that again and eventually moved.

Unless you know the people you DO NOT go over and ask them to turn the music down, if you do when you call the police on them they know it was you and that will make you a target of pranks and other shit you simply do not need.

I have a friendly neighborhood where everyone knows each other, and on July 4th 3 years ago I went over to ask them at 10 PM to continue the fireworks on July 5th at night since I worked on the 5th in the morning. Fireworks stopped and on the 5th we all went all out with fireworks and a good time was had by all,

The point being only ask if you are friendly with your neighbors, if not then call the police so your not made a target as they will be pissed if they know WHO called the police on them.
