The real reason is because Mace isnt as important to the Skywalker saga as his fans like to act (hes not the face of a trilogy like Luke, Anakin, Han, Leia, Obi Wan, Rey, Finn, etc), nor is he there to serve as an iconic foil to a hero (the reason the bounty hunters are in the game to counter heroes like Han), nor is he a central character in the games narrative (Iden Versio). When it came time to add new heroes to the game (on a limited budget due to EAs loot box issue) characters that were missing at launch like Anakin, Obi Wan, and their counterparts Dooku and Grievous were obviously higher on the totem pole, not to mention the missing sequel heroes that needed to be added in time for The Last Jedi (Finn and Phasma).
