Note that no one in this scenario has coronavirus, has had the virus, covid19 symptoms, etc.

My ex and I have 50/50 custody of my daughter.

My wife and her ex have 50/50 custody of their daughters.

My wife's ex drove to Indiana to visit his brother, who has late stage stomach cancer and a few months to live.

Upon his return, my ex is demanding that he quarantine for 14 days and then take a covid test, and wants to keep my daughter until those conditions are met.

Note, I currently have my daughter, so this isn't like a kidnapping and more of a negotiation ahead of time.

My state guidelines suggest travelers quarantine for 14 days, but not enforceable.
(edit: I left out cars the first time, incorrectly)

The first and only suggestion anyone should give you is to talk to a lawyer.

HOWEVER, if you can reason with her and not involve a lawyer that is ideal.

Maybe the situation is far more complicated than it seems (depending on the relationships between all the adults in this scenario).

But given that your ex's fear and request seem fairly reasonable, couldn't you just agree to the request for 14 days and swap those for a different 14 days where she was supposed to have your daughter?

thoughts?
1. If you have court orders, anything not agreed upon by both parties outside of the court order is contempt.

2. You are encouraged to agree on things regarding the covid-19 to make things as easy as possible, like eliminating a 4 hour day and tacking it onto a weekend or such to minimize travel. But, you don't have to.

That's what I was thinking. If he self-quarantines for 14 days is there even a point to taking a test any more? (Also, can you even get a covid test if you have no symptoms and no known contact with anyone who tested positive? This is an actual question, I know tests were scarce early on but maybe it's improved)

Anyway since this is just a negotiation I'd suggest going with it for 14 days if you can get the time back during the next 14-day period.

testing is available, when its warranted. I still dont think you can just ask for a test without symptoms or a known contact.

A lot of places you can now. It's why cases have gone up a lot in many places.
