Everybody knows that, so why's he say it? Biden's not exactly garnering support for his campaign, more likely hindering it, by saying that.

Okay so which of the people complaining about what Biden said, which of you willing to go on the record and say "100% of Americans are very good people." From the rioters and looters to the Neo-Nazis sending bombs in the mails. People on death row for murder to the violent police who kill the innocent. People on Welfare who cheat the system to get your tax dollars to big time CEOs who cheat the system so they don't have to pay taxes at all.

Most americans definitely think a certain % of america is bad anyways so I don't really care that Biden said this.

Its really nothing. Let's pretend a person is a neo nazi. To him/her, a hell of a lot more than 10-15% of people are bad people.

Let's pretend another person is the most angelic person alive. There are plenty of bad people as well.

There are good people, and there are bad people. Its not an objective thing, but for any specific group, its quite nearly a set thing. For someone like Biden, it could be those who seek to destroy the environment and perform injustices to people.

99.9% of those people vote Trump no matter what anyways. It's like expecting Biden to get votes from people that watch 2-3 hours of Fox News everyday and agree with almost everything they see, not going to fucking happen.

10-15% seems extremely low. I'd expect most people to be just mediocre. Maybe 20% are very good which leaves 80% as not.

I'm more reading it as a conditional statement.
Say you have an array of values 0-7. 0 is very bad, 7 is very good.
If lt 7 then Count = +1
Count / ArraySize * 100 = Percentage
If anything his statement means that he considers 85-90% of people to be extraordinary.
