Emulators are legal in and of themselves and thus okay to discuss, but usually when it comes to discussing ROMs I guess the mods are in a position where it's usually best to assume they were illegally obtained? It's not like a legally obtained ROM differs significantly in terms of code, and it wouldn't make sense if it did. It has to do with copyright, not the actual file itself.
