Every major game company uses emulators. Sony even used one they didn't develop for the Playstation Classic. So it's kind of necessary to be able to talk about emulators.

Yes. Emulators are legal in and of themselves and thus okay to discuss, but usually when it comes to discussing ROMs I guess the mods are in a position where it's usually best to assume they were illegally obtained? Not 100% sure on that latter count though.

The Steam versions of the Sega Genesis collection are literally just ROMs, and they added mod support. Lol. >_>

Many emulators actually let you run original discs, and of course those emulator in a box things like the Retron run original cartridges.

Emulators are legal.

Legally acquired ROMs are legal.

Talking about using ROMs you can only acquire illegally = admission of guilt

That's the gist of how it works.

Sega has been ahead of the game in terms of ROM hacking. They did a really great release of the Phantasy Star games on PS2 (not the remakes, the collection of them) that had a ton of options you still can't find outside of it.

Yeah, I get that and the legalities around that and other legally-obtained ROMs. It just seems whenever the topic of ROMs comes up on GameFAQs in general it gets nixed eventually somehow even if it's not clear it was illegally obtained.

It's kind of like how pirated games on PC are always copies of legal games with maybe an exploit patched on top. It's not like a legally obtained ROM differs significantly in terms of code, and it wouldn't make sense if it did. It has to do with copyright, not the actual file itself. However a very large amount of people are doing things that would be considered illegal and my understanding is GameFAQs is more concerned about the legal implications for the website than any actual ethics regarding it.
