Sadly, America's probably in the top 50 countries least likely to have this happen (and that top 50 list is going to be a pretty close tie). As much as the stereotype exists of rednecks who think their family tree would make a nice wreath, incest to this degree is pretty rare, and pedophilia even more so. There are plenty of countries out there that either lack the infrastructure needed to enforce laws against this sort of thing or have a culture that outright encourages it. At least in America, everyone involved in this case will be going to jail.
