Soul Calibur: Harder to say, but probably Taki and Siegfried are up there.

Tekken: Jin Kazama (Devil Jin). I would have said Kazuya but lore wise Jin took down Azazel and beat Kazuya in previous games if I recall right

Soul Calibur: Algol. I think he was said to be canonically the strongest (and him making both Soul Calibur and Soul Edge his bitches kind of supports that). Edge Master is probably the runner up

Street Fighter: Akuma. Oro potentially if he actually went all out and used both hands. Akuma has more support and feats though.

Guilty Gear: Sol Badguy. He's broken as fuck

Blazblue: Susanoo in general. Ragna technically by the end given what happens. Azrael potentially given he just seems to be busted for no reason and never went all out.

He made it to the finals of the first three tournaments. He had to forfeit the second one due to missing the finals and the third one he beat Ogre and Heihachi, but he didn't know he has to beat True Ogre to win the tournament.

I think he's too old and busted in the later games and an alcoholic, but he used to be one of the best before.

Paul beats Ogre, doesn't realize True Ogre is a thing, leaves, and Jin defeats True Ogre.

Paul Phoenix beat Heihachi, then he beat Ogre. Then he just left, thinking he won. Ogre became True Ogre and was still technically in the tournament, so Heihachi just took Paul's place as the runner up and then beat True Ogre to win. If I remember right Heihachi runs that tournament so he just makes the rules.

Actually, I was wrong. Jin jumped in at the last second to defeat True Ogre. Paul is the technical winner of Tekken 3 but I guess since Jin beat True Ogre, he wins.

Jin is pretty lame though.

The thing about fighting games is that they don't reveal what canonically happened until the next game. They actually go over all of this in Tekken 4

Tekken does stuff like this. You've got your obvious strong ones like Jin, Kazuya, and Heihachi, but then you've got stuff like Paul winning the tournaments and Hwoarang being able to go toe-to-toe with Jin until he goes full Devil.

There's an obvious elite once they all tap into some of the Devil power and junk, but then otherwise Tekken has more characters on the "top tier" than you'd expect.
