If your gums do bleed when you brush your teeth, you likely have some degree of gingivitis and should brush (gently) and floss more often until that subsides.

While it's true if you're brushing your teeth and you bleed a bit it's perfectly normal as the gums are just getting rid of the plaque I wouldn't say it's a must in order to have clean teeth. I'm always in the mindset of if I'm bleeding something is wrong though.
