I'm planning to buy some games on Steam that have 90% of discount, but some of them require a stronger processor (among other things). So before I buy, I want to make sure I can have them on my account and download them only when I eventually have a better computer.

Can you open your Steam account on any computer? If I eventually get a better computer, will I be able to download them from there? And, can you switch accounts on any given computer that has Steam on it?

Yeah, you download steam onto your computer and from there it's just like a website, just use your login information to get in. You will have to re-download any games but you won't have to buy them again.

I don't know about accounts though, I only have mine so I don't have any experience there.

Yes you can switch accounts on any computer with steam. There's actually an option where you can share your account with a family member or friend. You can share with 5 people and you'll be able to access their games but not any of their information or stuff like that. In order to enable sharing the other person HAS to log in on your computer with their account.

Steam also has a refund window of 2 weeks or 2 hours played of the game, whatever comes first. So you could buy the game now and test it to actually see if it would work and then refund if you wanted.

In the time I've had Steam, I've gotten "better computers" twice now and I have played my first game (Mount and Blade Warband) on each one. In addition, many games use cloud saves so if you were to play it on your current computer, your save could transfer to the new computer without you having to move files over the hard way.

You can switch accounts and log in anywhere, pretty much anything you would expect

If you download a game on one account then log into another that doesn't have the game, then you won't be able to run it (but it's still downloaded and everything so when you switch back it will be there)
