Now that I'm back at work I can confirm a few things, not only does the boost qualify for only one item, if you have more than one it will remove the promotion entirely. If I have both my 3dsxl and my Vita I only get the normal prices but if I remove one I get the 100 boost.

While you can store games in a hard drive and stream them off of it, I don't think it backs them up and you can transfer them
