Honestly, unless the women team up in an all-girl alliance, it seems women can't win Survivor anymore. (Even Sarah had to emasculate Brad/Troyzan by teaming up with Aubry/Cirie/Michaela/Andrea first, before picking off all the other girls.)

GC finale aired in May, GI filming finished in July.

HHH was the finale where Jeff explained the rules to a tie in the final vote. So yes, GI HAD finished filming by the time HHH's finale aired.

We've finally seen the answer to an X-X-0 tie in practice, but keep in mind that (unless the rules have changed) the jury does revote if it could change the outcome, per Probst in S24.

After the GC finale a lot of us thought maybe the HHH vote would have a tie since GI hadn't begun filming yet, I mean why else would Probst bring this up all of a sudden?

But then hey it happened and he wasn't even trying to cover any bases. I think he was really just trying to emphasize how wrong Brad was in voting out Tai over Sarah, since he probably expected to play that decision into the next season they were filming (one bad move haunts you 5ever). He even says that line in post-season interviews about Brad's choice, emphasizing just how close he was to winning. He only needed 2 votes from a jury of 10 (to get Troy's vote too)!

Remember though, back in the era of Cook Islands, Fiji, Samoa, HvV, Nicaragua, RI, SP, OW, they had merge at 12 and a 9-person jury, so theoretically, you could get a 3-3-3 tie without a third placer to break that tie.
