Can't it? Have the hottest hookers cost the most.

Have the toothless skanks be the cheapest.

Puritan religious ideals are deeply ingrained into most facets of the culture here, and sex is bad.

People also don't have a firm grasp on what legalized prostitution looks like, even though one state (Rhode Island) actually did legalize it (on accident) and it had a very positive effect on sexual health and sex-related crime rates there so... Oh well, people don't care about statistics they care about what's "moral".

Its actually the opposite, tbh. Legalized prostitution has actually lowered divorce rates in Australia IIRC

How did that happen?

Basically, in 1980 they didn't make prostitution itself illegal but they made almost every act associated with it (streetwalking, pimping, etc.) illegal. Nobody really thought anything of it, until 2003 when the police tried to shut down two spas that were selling some "extra relaxing" treatments. The court ruled against the police, since the spas were not legally doing anything wrong, and people realized they could then sell their services through ways other than streetwalking (such as on the internet!).

The state "fixed" the law in 2009, but for that 6 year time frame, rapes and sexually transmitted infection rates dropped.

Legalize it to take part in brothels and then tax the brothels, so yeah, it can be.

Good thing they fixed the law that was destroying their society, then.
