Elsa is the more memorable/iconic character, so she'll get more votes in a casual setting. So that's another crowd. But Anna is more likeable mid story. Elsa is stuck in the closet and super emo about it, and then runs away rather than deal with her problems, and makes a snow monster for no particularly good reason. Anna is always positive always believes the best in people (to a fault, admittedly) and willing to go way in over her head to make things right. --- Cats land on their feet.
