Alright, so I made a list of all the series with 2+ characters that have characters I think could plausibly be added. Feel free to critique.

Mario: Daisy, Waluigi
F-Zero: Samurai Goroh
Pokemon: Many
Fire Emblem: Many
Donkey Kong: Dixie, King K. Rool
Star Fox: Krystal
Legend of Zelda: Impa, Unique Ganon Moveset
Kirby: ?
Earthbound: ?
Kid Icarus: ?
Metroid: Ridley, Sylux
Xenoblade: Xenoblade 2 guy
Wario: ?
Yoshi: Birdo

Of these, Pokemon and FE obviously have the high number of possible characters, but the vast majority are too irrelevant to ever hope for inclusion.

I would be very happy with a smaller character roster in the new Smash tbqh. Not drastically smaller, but 58 is huge.

You could probably get rid of Dr. Mario, Bowser Jr., and Dark Pit and no one would be upset. Then I would say it wouldn't be a bad idea to also cut Toon Link and Lucas just because they're semi-clones and they aren't really necessary. Maybe get rid of ROB just because he doesn't hold much of a relevant place in Nintendo right now.

After that, Cloud probably isn't coming back, Ryu might not be coming back, and Pac Man and Mega Man idk. Let's just assume Bayonetta stays in because of marketing for Bayonetta 3. I could live without the Wii Fit Trainer and one or two of the Fire Emblem characters (probably Corrin or Robin is the one I would go without, although from a game design perspective I'd get rid of Lucina and then give Ike a slight moveset overhaul).

So if you get rid of all of those, you have 12 or 13 slots open. I'd probably get rid of Roy and Duck Hunt too to make 14 or 15 slots lost from S4, but for some reason I'm doubtful that they get cut.

Add in a new Fire Emblem character or something, add in the Inklings, add in a character from ARMS, and then add in a new representative from Donkey Kong. A guest character can be in the mix too (like maybe Yooka-Laylee or some other wild pick). Make one or two of those new characters DLC (I'd say the Fire Emblem character and the new rep from DK) and you've got yourself a good new roster.

This isn't how it works. The number of characters they can put into the game is mandated by budget and time, not a vague concept of slots. You know what would happen if they chose not to include Dark Pit in Smash 4? Nothing outside of Dark Pit not being in it. Another character doesn't magically replace him.

In that vein, getting rid of characters because they're not 'necessary' doesn't make sense. Everyone in the roster either has a unique moveset or is a clone who takes up no development time. While in theory no character is safe (besides the obvious) I'd say the only ones that actually have to worry are the 3rd party inclusions with potentially shaky contracts.

I think it was something like 8 clones = 1 character? I don't think this is the same scenario though. From what I read, no character they were considering for Smash 4 ended up being 'cut', although Bowser Jr. came really close.

But yeah the FE crew is probably all coming back. You've got:

Marth - duh
Ike - most popular character, unique moveset
Robin - Awakening was super popular, unique moveset
Corrin - Fates was super popular, unique moveset
Roy - was heavily requested for DLC, now has a unique moveset
Lucina - clone with no real development upkeep

Lucina might go if they just don't care, but the others, yeah. Would be funny if Roy was Day 1 DLC though.

Oh yeah, and they're probably going to add in the main character of Fire Emblem Switch as advertising considering they did it with Corrin. So the number of FE characters is likely going to increase from Smash 4.

I wonder what they plan to do with Fire Emblem going forward. The series has a very large number of main characters compared to other Nintendo series and it just keeps growing. I wonder at what point they start cutting characters. I also wonder what they plan to do about Lyn. I suspect Fire Emblem Heroes has taught Intelligent Systems that Lyn is literally $$$ but will that translate into a Smash appearance?

Not exactly. He said something like 8 clones would take the same time to make as 1 new character, but the "1 new character" was never considered. The clones were added specifically to pad out the roster at the end because he didn't think it was big enough. It wasn't a "We could have made 8 clones or 1 new character" scenario. It was a "We made clones because we could do it in the time it'd take to make 1 character, otherwise there would've been nothing" scenario.

Smash 4 basically proved that they don't cut characters if they don't have to. The Brawl cuts were:

Snake - 3rd party issues
Lucas - Mother is a dead series and he was a pseudo-clone
Wolf - Star Fox is a dead series and he was a pseudo-clone
Ice Climbers - the 3DS couldn't handle them (they were apparently playable the Wii U mid-development)

I'm probably forgetting about some others, but yeah. I don't think they'll start cutting FE characters anytime soon as long as the series continues to grow.

Lyn is an easy target for DLC. People will pay out the nose for her. That's another reason I think Lucina stays - she's almost as popular a waifu as Lyn is.
