i mean in the sense that the wii shop channel is in the wii u's wiimode but that's about it - when that's down same goes for wii u access

Rock Band had to sell new songs on expansion discs, for example

I'm asking if there is a plan in place to merge the server with those of future systems. I think Microsoft might have done that with the 360/Xbone library?

Well thats not exactly accurate but they are continually working to make as many 360 (and Xbox) games backwards compatible on XBONE, including XBLA games

Music licensing rights are a hurdle though

Wii games had DLC, but I think there were download size limits and Rock Bands song packs were too large. Most DLC for games was already on the disc/initial download, and you just had to download unlock keys.

Rock Band 2 Wii had DLC, as did even WiiWare games

FF4:TAY was basically all DLC, 800 points was the base game and then further chapters were 800 and a bunch of 300 points for character focused chapters

Wii games with DLC had this orange logo on the top left

no, you can still buy dlc, as long as it has a red icon. it was specifically mentioned as an exception.

other wiiware games with dlc: the two ffcc spinoffs, bubble bobble plus, bust a move plus, arkanoid plus, space invaders get even.
