Maybe this is just a quirk of mine but when I see "out of context" used in this kind of context it comes with an implicit assumption that the intention has been distorted.

As an off-the-top-of-my-head example: "You didn't build that" when presented by itself leaves out the critical part that Obama was referring to public infrastructure like roads and more generally, the idea that almost without exception, everyone at some point makes use of and builds off of things from other people and/or the government.

So to me the core question would be, "Is that the case here?"

Granted, it can become a bit messy when you have to shift through what each person is getting from the quote as well as if they disagree on that answer, all of which can be influenced by bias.

...you know i don't know where i was going with all this other than "I think there's more nuance here than just taking the literal definition of out-of-context and applying it equally."
