The bill wasn't just against death penalties for homosexuals, but a number of 'crimes'. Homosexuality was just one of them.

I don't think that absolves the US, but it at least explains the vote.

Edit: I see this was already explained so nevermind!

What I found specifically states it was to condemn death penalty used in the following instances:
On minors, pregnant women, adultery, blashpemy, and same-sex unions

I wonder which of these we support?

Ban the death penalty in general, and if we must keep it around then let's be sure gay people aren't targeted and executed with their sexuality being a reason to have targeted them. That's a fine goal worldwide for countries to reach out for.

As I read your post MI, am I understanding it right that the vote was to decide whether somebody who's gay could always survive instead of facing the death penalty? Like in a situation where a straight person and a gay person did the same crime in a country with the death penalty, the gay person is...I don't want to say better protected because there are other punishments and factors, but they would be safer from execution than the straight person?

Link might help.

That is the only way to have any tangible effect on gay executions unless you're working to change that country from within. Anything short of that is just pathetic grandstanding.

Complains about disaster relief throwing the budget out of wack.

Says nothing about his administration's unprecedented Secret Service expenditures (which are so high specifically because the resorts that he visits and owns charge exorbitant prices for those same Secret Service agents charged with protecting him).
