Most people would consider just the games, but might give some consideration to the Pokemon rosters in their ranking.

Although part of that is related to there being no third game (or sequels) to X/Y. Pokemon Z never happened, which means no chance for the games to expand upon Zygarde (the Z Legendary if there was a Pokemon Z). Instead, it was the anime that expanded upon Zygarde and not the games.

This would be my ranking, but maybe I'd bump 3 up a few spots. NOT because the games are that good (too much water), but a lot of my favorite Pokemon came out of Gen 3.

I'm always surprised to see how many people rank Gen VI so poorly, because it's the generation that rekindled my interest in Pokmon (even though I still haven't bought any Gen VII game...)

Ultra Sun/Ultra Moon just came out yesterday, so you could get one of those games and not bother getting the original Sun/Moon. Ultra Sun/Ultra Moon also fixes a major complaint with the original Sun/Moon (wild Pokemon calling for help like crazy).
