I'd say so. As long as its not too far out (under 1 mile probably). I think technically it'd still be considered in that state for a short distance into the water.

I'd say so. As long as its not too far out (under 1 mile probably). I think technically it'd still be considered in that state for a short distance into the water.

It is 10 miles until international waters so that would be the limit.
