Funnily enough, those countries where criminals seem to get lavish accomodations actually have a really low recidivism rate. As in, criminals don't go back to jail. But the problem is that people don't want reformation, they want to punish people. They want the state to participate in their vengeance, even if the person being punished didn't even personally wrong them.
