A villain is a character who is an evil doer who has either spent more than half their time as a villain or is more memorable as a villain. They have to not just do bad things but be leaning on the evil side of things

Any preliminary thoughts on Angelus (Buffy)? Angel is a hero, but Angelus...eh...not so much. Since they were seen arguing with each other in Angel's mind (or something like that, I forget the exact specifics), I'd argue they count as separate entities even if they share the same body.

The discussion about Light is interesting and worth a nomination to continue, even if Villain Protagonists are ultimately disqualified regardless of how villainous they are.

Mistress 9 is defined as a separate entity within Hotaru, so she should count (see Angelus VS Angel argument I'm making). Not so sure about the Lady.

Also Light is the protagonist and is thus NOT the villain.
Villain Protagonists and Hero Antagonists are real things. Just because the story focuses on you, that doesn't automatically mean you aren't evil. Also, it's one thing if the character is presented as being a sympathetic figure or even a "lesser evil"--GTA Protagonists are villainous, but typically less so than the people they kill for story reasons.
The only people even close to being on Light's level were those on his side. He killed minor criminals, cops, FBI Agents, Agents families, anyone who questioned him, anyone who was lazy, anyone who stopped being useful to him, and anyone else he felt like. By the end, he had no redeemable qualities and nearly everyone who opposed him was unambiguously good.
Tommy Vercetti is a criminal who kills a lot of people, but some of them were worse than him and kinda had it coming. Probably shouldn't count, as there are other villains in his game that can be nominated instead.
Light is a criminal who kills a lot of people, and also all of them that had plot relevance were at least better people than he was. Probably should count as who else could you really nominate? Saying Death Note had no villain seems impossible. Saying L or Near were the villain is also incorrect; they're antagonists, but not even remotely villainous.
Also, what of those who worked for Light like Teru Mikami? Not the protagonist. Mass Murderer. Almost as bad Light, but not quite (IIRC). Unless you also want to argue that anyone associated with a protagonist is automatically non-villainous.
