That's true. Yet 15% of your meal is standard for average service. So if you pick to go somewhere that has more expensive meals, you are expected to tip higher. It's how it works, so stop *****ing about it.
The server gets a smaller tip if you bought less food from them. There is a reason that the server always tries to sell you deserts and appetizers... They want you to buy more and thus give a bigger tip.

Pico Rivera, CA. South Gate also had that tax. It was a temporary tax hike, it is "only" 9.75% (EDIT: just checked, that's correct) since July 2011. What a bargain!

California is very expensive, with everything. Sales tax had been 8.25% since the 90s here. I actually wish it would go back to that, even though it seems high relative to taxes in other states.

Since people seem unaware of it, workers who earn tips aren't dependent on them to make more than 2 bucks an hour. If a worker's tips fall below the minimum wage the employer has to make up for it, so they still earn at least the ordinary minimum wage.

I've lived in California most of my life and up until a few years ago we had 7.75% (in riverside/san diego counties)
Now it's just 8.75%, at least everywhere in San Diego county that I've been.

It's incredibly easy to make $6 in tip an hour. That's literally $2 per table if you only have 3 tables, and during dinner time you will probably have a lot more.

I think it's a rule of thumb and it probably works out that the average customer's entree plate is $15 (or whatever, this is all arbitrary) such that you just place expectations over time instead of focusing on two individual plates. That said, I think the $20 plates at mediocre restaurants are going to be the steaks and those tend to have a salad with them that the $10 chicken dish doesn't include.
If you're talking same dish different restaurant, I donno. I assume that on average, good servers make their way to better restaurants.

Interesting debate, but it's pointless, because what the hell is the problem with tipping, exactly? That hasn't been made clear. It gives you flexibility to have some monetary say in how you felt the service was. Not every restaurant even uses tipping, and for those that do, it's such a small part of the dining experience that I don't see why it's worth complaining over.

I'm in Los Angeles County. I try to buy things from Orange County when I'm over there (of course, it's not worth making a special trip), because LA County is taxed so much.
LA County has a 1% higher sales tax compared to most other counties. There was a sales tax hike for public transportation that voters approved to make it .5% higher. In Pico Rivera and South Gate, there was a measure passed by voters that bumped up sales taxes "by a penny" as those cities advertised (of course, that's on every dollar, so 1% sales tax increase).
