Basically, publishers get charged a fee by Sony based on how much bandwidth is used to download content from the PS Store; the more data downloaded, the bigger the fee. So it's in publishers' financial interests to put as much of the DLC as they can on-disc, or at least the bulky stuff like art assets and audio. That way they only get charged for 10 kB unlock keys, not 250+ MB files. As far as I know, only Sony does this (Xbox Live subscription fees subsidize this cost on 360), but obviously it doesn't make sense to bother pulling the content from the 360 disc only, so it becomes standard practice on all platforms.
