Even I am running out of ways to defend Capcom's practices with this game.
If I were Capcom PR and I cared anything about what people thought of my company, I'd probably do something like two free DLC characters of your choice as a sign of goodwill. It might not solve the issue of "well they should be free anyway," but I think it would be a step in the right direction.
Then again, if I were Capcom PR, I would know that even if I don't do that the game will sell like hotcakes and the DLC will fly off the digital shelves just as fast.
Yeah giving away DLC for free loses impact when everyone thought they were gonna be free to begin with, and all you really told them was they have to wait an extra week for it.

It really is sad that this is where we're at in the industry. When a finished game has pieces cut out of it specifically to sell the pieces back to the public for what they pretend is a reasonable price. This type of thing makes literally no sense, and if you brought this idea up 10 years ago, people would think you were f***ing crazy.
Think of it in economics terms. If they put more than $60 worth of content on a disc, they have to charge more than $60 or else evil people will buy up all the copies and sell them for high prices on ebay and craigslist. But by locking out content, they can sell to people who only want to pay $60, while also being able to deliver the extra content to people who really want it.
Now, as for the question of whether anyone's actually made a game that's worth more than $60, um... maybe it'll happen someday.

The only thing is that it ended up being inconsequential since no one in the fighting game community was allowing the Star Wars characters anyway, and I'm not even sure that changed after they were released as DLC.
They did end up being allowed after DLC... but it didn't change anything, because Yoda is garbage tier.

I'm not sure if either was on-disc, but that's still pretty nickel-and-dimey. But yeah, that's the only instance of characters as "premium content" from Tecmo that I'm aware of.
Dampierre. Tekken 6 didn't have any DLC characters (or DLC at all, that I can remember), and all other add-ons for SoulCal 4 and 5 have been on-disc. Also, Namco.
