RE4 (itself) is one of the greatest games ever, bar none, not debatable. However, it is absolutely the downfall of the series. RE 5 is easily the worst mainline game in teh series (Code VX is not mainline) and there is no reason to believe RE6 will be any better at all, and it is all because of the mechanics taken from 4. I had way more fun with RE4 and RE5 because they were actually fun and had a functional game within their mechanics. As far as old style RE games go, Outbreak 2 was by far the most fun.
