After witnessing the suicide bombing of a terrorist girl, Constable Kazuki Fuse becomes haunted by her image, and is forced to undergo retraining for his position in the Capital Police's Special Unit. However, unknown to him, he becomes a key player in a dispute between Capital and Local Police forces, as he finds himself increasingly involved with the sister of the very girl he saw die.
Mac gave it a 6 though and that's really all you need to know
1. Momoka Well, it's kinda spoilers to say why she's so awesome. Suffice it to say that she's the very best type of Jesusy character, 100% awesome in all of her appearances. Kinda reminds me of Jesus Rand. Wish all Jesus types were like this, then I could love them more often. <3
2. Kyouko Loses some points for not being as cool towards the end of the series, but she's totally freaking awesome anyway, so I can forgive her for that. I absolutely love this sort of aggressiveness, and her dialogue is really entertaining (perhaps moreso due to the Nonaka Ai factor).
3. Homura I felt like every character in Madoka (except for Kyouko <_<) got way better as the series went along, with Homura being the best example of that. With every episode she got more interesting and we got to see more of her awesome powers/fighting style, resulting in her being just fantastic at the end. Plus her powers make for the funniest fanart <_<
4. Hououin Kyouma God damn his dialogue is hilarious. Moreso in the VN, but even in the anime he's pretty fabulous, and that takes away from his stupidity as well, which is a nice plus.
5. Yozora Another one with really funny dialogue. The way she bullies everyone else never really gets old, as she comes up with fun new ways to do it every time. Definitely the highlight of the show - good chance I would've dropped it without her.
6. Yuno I don't really love Yuno as much as I should considering my preference towards yanderes in general - maybe it's because she has a few too many moe elements, maybe because she's not in the adverse circumstances most others are, maybe it's because of the "WHAT THE F*** moment from the manga - but Yuno is still awesome. Killing everything with extreme prejudice is fantastic, as is her aggressive and generally intelligent way of doing things. She even digs holes like a boss
7. Kaizou Hmm, maybe I have him a bit too high, but he's still awesome, right from the OP. He believes he's a cyborg, and he has lots of funny moments, plus he's actually pretty competent when it comes to dealing with people, fighting, etc.
8. Kobato Same as Kyouma, though she gets less screentime so she gets less awesome. Characters who live life with this sort of delusion are all pretty fantastic imo. Shame they're usually less severe or used differently when they're the main girl (like in Denpa Onna or Denpateki). I guess the difference is that those characters don't have the same overwhelming personalities as the ones I like.
9. Roman I wish she was a main character. Her appearances are all pretty great, and I burst out laughing whenever she turns into the old woman from Glass Mask (wonder how many Sket Dance fans have actually seen Glass Mask...). She's splendidly confident, and really brightens up every scene she's in.
10. Suzuha Amane Again, mostly spoilers here. Anyway, her storyline is awesome, and then made more awesome by later stuff. She gets several of the best moments in SG. Kinda tempted to read the manga about her.
11. Kyouko Yuru Yuri style. YY failed in most ways, and wasn't that funny in general, except when Kyouko was around. Most of the scenes with her were pretty funny, plus she's a total boss so she was entertaining even when she wasn't funny. Kinda reminds me of Kana from Minami-ke, but better and with even more yuri overtones (though Kana did go for girls earlier on...).
12. Magami and Kaido Holy crap these guys are badass.
13. Mizuki From Baby Princess. She had an awesome archaic speaking style and she was really cute. ^_^
14. Meme The greatest of moms~. Too good as a heroine, so the MC had to be tsundere towards her. She had a fun teasing personality, plus an awesome voice. The episode with her as the protagonist was probably the best episode in the show. Loved her fun and confident attitude even when she was failing.
15. Suzu + Umi I'd like to put Suzu higher, since she's a heartless mad scientist who does everything in life for s***s and giggles, but she unfortunately doesn't have all that much screentime. Umi's just the opposite - she starts out as an annoying childhood friend loser, but she gets lots of screentime and turns into a super-fun psychopath. Her method for getting Kaizou to like her in the last episode is the best, as is her strategy of overdoing things to the point where no one can say anything anymore. She's a neat combo of cluelessness and self-awareness.
There were a few other greats this year, like Zero Caster and Rider, but I wasn't totally in love with them. Still, quite a fun bunch all in all.

I looked at all the shows I've watched over the year and made a list of favorite/best characters not counting sequels. Order doesn't matter either so I didn't include rankings.
Magami & Kaido (Mazinkaiser SKL) - These two were ridiculously badass and manly.
Ayumu Aikawa (Kore wa Zombie desu ka?) - He was really funny and pretty awesome at times too. Also awesome break-dancer.
Sket Dan (Sket Dance) - I like Bossun, Himeko and Switch too much to not include one of them. They work really well as a comedic trio and they're all great characters with their own fun quirks.
Hououin Kyouma (Steins;Gate) - Fantastic character. He's entertaining and has some fun dialogue exchanges with pretty much everybody in the series.
Daikichi Kawachi (Usagi Drop) - Daikichi's pretty great. I like how the series handles the change in his life from an ordinary working man into a parental figure.
Ringo Oginome (Mawaru Penguindrum) - Ringo was really great in the first third or so of the series. It was fun to watch just how far she would go for DESTINY. It's a shame the series drops her into the background afterwards.
Kotetsu T. Kaburagi aka Wild Tiger (Tiger&Bunny) - I like how he follows his own values as a hero. It's great seeing him develop over the series.
Yu Narukami, Chie Satonaka & Kanji Tatsumi (Persona 4) - All three of them are amazing. I like how the anime makes Yu a really solid and consistently funny character. Chie's a female bro and Kanji is badass, hilarious and has top tier reaction faces.
Merry Nightmare (Yumekui Merry) - Merry's really likable and pretty cool in fights too. It's a shame the anime skips some pretty great stuff.
Yui Funami (Yuruyuri) - Yui's the most consistently funny character in the show. She plays the straight man role well and I like watching her bully Kyouko when she's being annoying.
Toriko (Toriko) - One of the manliest shounen leads ever. He hunts his own food and kills it with his bare hands, smokes chunks of trees like cigars and lives in a house made entirely of food.
Rin Okumura (Ao no Exorcist) - Rin's a likable protagonist. He's cool, funny and it was great to see him in battles.
I decided to make a worst shows/characters list too.
Worst Shows - Dragon Crisis, C3, Madoka Magica, Hen Zemi, Hidan no Aria and Itsuka Tenma. I only have one thing to say about all of these shows. Yikes
Worst Characters:
Kyouko & Homura (Madoka Magica) - I really hated both of them and every time they were on screen was painful.
Yukiteru & Yuno (Mirai Nikki) - These two are really awful characters. Yukiteru is really stupid and Yuno's annoying. I don't know which of these losers is worse.
Yozora (BokuTomo) - Most unlikable character in the show. Least funny character in the show. The only time she was funny is when her and Sena were insulting that VN girl and the only time her personality didn't suck was in the flashbacks.
Meme (Denpa Onna) - Meme was really annoying and was only memorable for how annoying she was.
Satellizer & Kazuya (Freezing) - Probably the worst protagonists I've seen in a series. They're so bad it's agonizing.
Victorique (Gosick) - Bad and annoying.
Casts of Itsuka Tenma, Hidan no Aria, Dragon Crisis and C3 - Yikes what a bunch of awful nobodies.

Alright let's do this. Not ranking (most) stuff I dropped after one episode and not ranking stuff I put on hold. Also some stuff I just don't remember enough to rank.
51. Freezing Winter
Before, I used to not like dropping anime for some dumb reason. Freezing, along with some other awful winter shows, convinced me this is a stupid mentality. I'm watching anime to enjoy myself not to cause physical and mental illness. I don't know if Freezing has actually caused any real distress to anyone out there but I'm willing to bet it has. Winter had some really REALLY bad shows. Also some good ones but more on those later. My god I thought I had seen bad anime before this but nothing really even comes that close. Except Hinako but come on. This show just did absolutely nothing well. Terrible plot, terrible character, terrible fanservice, sexism. I mean I'm not really into ecchi but I can at least tell when something is doing its job of being hot. A girl getting bullied by having her panties pulled down while on all fours in front of a bunch of people while they take pictures is not at all erotic. It's just f***ing weird as hell and I would probably look down on anyone who is turned on by it. Anyway, I really don't even know what else to say. I stopped watching it after that scene and dropped almost every show from winter and never looked back. It is seriously an abomination.
50. Majikoi Fall
Majikoi is one of my favorite VNs and they really could not have done a worse job with an anime adaptation. Gone is all the bromance and friendship, replaced with boring cliché harem antics. Not to mention, it's almost all filler aside from the first episode which is the climax and bad ending of one of the routes. They apparently thought it made sense to make a filler anime adaptation that is a continuation of a bad end. The worst part of all though is how the characters might as well be other characters. All of the main characters act out of character the whole time so there are excuses to make bad harem jokes. I mean I think it's stupid when people say there is no Umineko or Tsukihime anime but it's really like there's no Majikoi anime. They kept basically nothing from the VN. They could at least have kept in the H scenes with gratuitous ass licking I mean come on.
49. Higurashi Kira Summer
This is something I only watched one episode of. I'm willing to bet the first episode is by far the worst but I'm also willing to bet it never becomes worth watching. I'm not as big a Higurashi fan as I am a Majikoi fan so this didn't bother me as much. However, I'd say it's even more of a embarassment to the series. I'm not going to go into graphic detail but it was basically just a bunch of awful fanservice scenes. At least it is pretty hilarious that this was just some bad cash in attempt and it financially bombed.
48. Carnival Phantasm Summer
Speaking of bad cash in attempts with literally no creative effort. I guess people actually like this one so maybe I'm missing something but the few episodes I watched weren't funny. I view it pretty much the same as Kira except this has the plus of not being all cringeworthy fanservice. Just cringeworthy humor. Maybe they were trying to express the experience of reading a swordz9 post in a visual medium?
47. Dragon Crisis Winter
This was a crisis alright. This was just really bad. I couldn't even simultaneously watch and trash it with edwards like Yosuga no Sora. My memory on it isn't too strong now but I remember that terrible I love you I love you I love you etc. scene and it was one of the worst scenes I've seen in pretty much anything.
Yikes. I'm not really into toilet humor at all, probably since I've cognitively developed since the age of three. I watched past episode one since it had a Red Zaku II reference but there was nothing good after that. The OP was actually pretty awesome though.
45. Dororon Enma-kun Spring
Again, not my kind of humor. I do remember LordEmbok posting that Enpi (I think that was her name) was the best part of the spring season though. That was amazing.
44. Hidan no Aria Spring
I only watched one episode of this but it had SMG-mounted auto-piloted Segways. Let that sink in.
43. Dog Days Spring
This actually might have been kind of enjoyable if the central plot wasn't about the literal furry Olympics. No such luck. Wait, this is getting a second season. What is it going to be about? The winter furry Olympics?
42. Onii-chan no Koto Winter
This was about some tramp trying to get her brother to fall in love with her. 99% chance they weren't actually related. It had a lot of dumb fanservice that was censored with... some kind of animal. I forget what. Probably a wild b8anime user.
41. Rio Rainbow Gate Winter
I don't know if anyone else would even remember this but I remember Guiga posting in this topic for like a day and this was one of the shows he posted about. This is basically the most interesting thing related to the show.
40. Starry Sky Winter
This had ten minute episodes and I struggled to pay attention every time. I can't even remember how much I watched or pretty much anything about the show. It was just bad. ****ing winter.
39. A Channel Spring
Just some show that did a terrible job of ripping off K-ON. I'm pretty sure even I could write a series with more desirable loli waifus.
38. Shakugan no Shana 3 Fall
First of all what the **** is going on and second of all what in the blue hell is this. Colegreen_c12 - it's awesome. Me - what is awesome about it. Him - idk
I can't make this **** up.
37. Hoshizora Spring
Okay, getting into the stuff that's just merely bad instead of not terrible. This was just a really bland harem that didn't really have anything terrible. I remember I was going to catch up on it to watch it with edwards but it never happened ow well. I do remember some girl saying she was going to call the cops on the protagonist for accidently kissing a girl or something. Yes because that has happened in the course of recorded human history before.
Shana 3's actually gotten pretty good lately. The big scale action scenes are amazing, and the show's really good when it's not focusing on Yuji (there have been whole episodes without him whoo). Also the fact that this is the head evil strategist is awesome:

I remember I told kurtfisto we should watch this together to make fun of it. He agreed and I **** you not, he literally went idle during it, implying he was actually devoting a modicum of attention to it. Dropped it and never thought about it again.
35. Sacred Seven Summer
This seemed like it could have been okay since it had some ridiculous and campy stuff. It just kind of bored me though.
34. Sofutenni Spring
Panuru and I thought this might be as great as Milky Holmes. Unfortunately, it wasn't and it was just kind of boring. I thought the costume girl was actually funny but not enough to keep me watching it.
33. Beelzebub Winter
Okay I should have thought over these rankings some more. What is this doing so high. It's basically about some baby who never wears clothes, not even a diaper. His babysitter is some guy who likes babies s****ing everywhere I guess.
32. Hyougemono Spring
It sucks that the subs for this are so slow since I might have continued it. I had trouble paying attention to the first episode so I literally had to watch it twice. It wasn't great but at least they were trying something new. Maybe if the pacing were better and Michael Bay had directed it.
31. C Spring
I don't know if I should have ranked this since even though this ended only like six months ago, I remember barely anything about it. I just remember it bored me.
30. Denpa Onna Spring
Another show I found boring. I didn't dislike anything about it, I actually liked most of the characters but it didn't click with me. Meme was obviously the best though.
29. Nichijou Spring
Now we're getting into the shows I enjoyed. I have conflicting feelings on this since I thought some of the stuff was hilarious (Sasahara, Professor) but some stuff was just painful like any scene where Mio and/or Yukko is yelling over and over again. I gave this a 4 when I first finished it but when I was making this list I bumped it up since positive memories are stronger and all. More importantly, I want to salvage my friendship with Panuru since things have never been the same since I gave an anime a lower score than her.
28. Fractale Winter
The beginning of this had a lot of potential. It had a good adventure atmosphere and the world seemed interesting. Then it had some dumb plot twists and terrorist sympathizing. I can't justify moving it down though since it literally saved anime.
27. Cardfight Vanguard Winter
Man, I was hyped when I saw they were making a new children's card game anime. I was substantially less hyped when they decided it was a good idea to have the main character lose like every game. This doesn't work in pro wrestling and it doesn't work in children's card games anime. On the plus side, Morikawa was pretty boss and the yaoi undertones were funny.
26. Morita-san wa Mukuchi Spring and Summer
This is basically the moest **** ever. This chick is literally autistic and the show is pretty amusing. Sadly, the episodes are really short and it's hard for me to really get into those. Still, one of the better Flash anime I've seen.
25. Nyaruani Winter
The only other Flash anime I've got on here. It was pretty funny and plus Nyarlko has an excellent voice.
