Children in China are to be banned from using their phones in school, the Ministry of Education has ruled.
Pupils will not be allowed to bring mobiles to school without written parental consent.
The authorities say they want to protect young people's eyesight, improve their concentration and prevent internet addiction.
Schools are being encouraged to find other ways for parents to communicate with children during the school day.
According to one of the country's newspapers, China Daily, there has been heated debate among parents over the whether the ruling is practical.
The vast majority of children and teenagers in China access the internet via their own smartphones - 74% of under-18s, according to the government-affiliated China Internet Network Information Centre.
But the authorities are concerned about how internet use is affecting the health of the nation's youth.
There have been rising levels of nearsightedness among children in China and in 2018, the authorities announced plans to regulate the gaming industry which was partially blamed for the problem. They also cited concerns that gaming addiction was damaging mental health.
The following year a curfew was imposed on under-18s, who were restricted to 90 minutes of gaming on weekdays and three hours on weekends and holidays.

Australia:
In Australian schools mobile phones are advised to be used only in case of calls to parents or guardians and that only if the parent or guardian allows the phone to be used to during school activities such as school excursions, camps and extra-curricular activities at school.
Mobile phones with cameras are restricted within school premises while entirely banned within certain sections such as changing rooms, bathrooms, gyms and swimming pools. They are only allowed to film or take photographs of people only with their signed permission or, if the person is under eighteen,[11] to have a parent or guardian to give a sign permission note allowing for these actions. If a student is found with a mobile phone or devices within these areas, they will be confiscated; and, depending on the situation, charges or consequences will be given.
Mobile phones are not allowed to be used for sending harassing or threatening messages. If a student does commit such an act, higher authorities will become involved, including the police since this being a violation of privacy and harassment. Due to bullying, privacy and harassment issues being a major issue in Australia, if a student or teacher does break this law, it may leave them with a criminal record, leaving them at a disadvantage in the future.
Mobile phones are discouraged in terms of their use within the classroom unless they can be appropriately incorporated into the learning environment. "We want to ensure mobile phones and other smart devices complement students' learning and are handled at school in an age-appropriate way," said Premier Gladys Berejiklian in an ABC news article.[12]
Australian educational institutes have been divided on whether phones should really be banned in the classrooms or only allowed to be used for certain amounts of time during school hours, but the New South Wales government has banned phones completely from its primary schools since 2019. "Technology should be there to help a child learn. It should not be there to upset them or make them feel uncomfortable," according to Premier Gladys Berejiklian.
The reason for banning phones is to stop bullying both online and physically and to remove distractions from the classrooms. "Mobile phones, unfortunately, are not only distracting but also causing stress for young childrenand we can't have that continue," NSW Premier Gladys Berejiklian told Seven's Sunrise.[13] This will be implemented by removing students access to phones during the day unless a parent or guardian requests that the student needs to use it. The teacher will always have the phone kept with him somewhere where the student is still able to access it before and after school.

United Kingdom:
In the UK, a survey showed that there were no mobile phone bans in schools in 2001 but by 2007, 50% of schools had banned mobile phones during the school day. This number increased to 98% by 2012. These bans were implemented by either forbidding students from bringing phones onto school premises or by making students hand their phones in at the beginning of the day.[22] According to a study by the London School of Economics, students' academic performance improved when policies were implemented to ban cell phone usage in schools. This ban not only helped students score higher on exams but also reduced the students' temptation to use cell phones for non-scholarly purposes.[23]
Secondary schools are introducing new, strict laws on mobile phones where students under sixteen years of age will have to put their phones away for the entire day after scientific evidence has demonstrated that students become more sociable, alert and active in the school environment without them.[24] Students place their phones inside a registered locker when they arrive at school and are only allowed to retrieve them once school has finished. With this happening, schools have found a positive impact on the students: more students are active outside, along with greater numbers attending clubs and social events. Nick Gibb told The Times, "I believe very strongly that children should be limiting their own [phone] use at home. Every hour spent online and on a smartphone is an hour less talking to family, and it's an hour less exercise and it's an hour less sleep. And of course, it is a lack of sleep that research is showing can have a damaging effect on a child's mental health."[25]
The schools did note that the positive impact was greater for students under the age of eleven rather than in older students. In fact, it was shown that older students actually suffered from a restricted use of learning platforms on their phones such as educational apps assisting in studying or learning skills.[26] Students that were caught with their mobile phones between the school time period were given punishments such as detention, expulsion or warnings. In doing so, children have been taught to limit the amount of time they spend online and focus more on their school lives along with other social activities. Nevertheless, people in England have argued against this. Patsy Kane has stated, "There's a fantastic range of apps now for revisionand the students are really motivated to use them."[27]

Ontario's education Minister Lisa Thompson announced the new policy on Tuesday, after a year of consultations.
The ban would apply during LL instructional time, but there would be exceptions for teachers who want to use them as part of a lesson plan, students with special needs and medical reasons.
Many districts have already instituted bans, but this edict would apply to all public schools across the province.
"Ontario's students need to be able to focus on their learning," Ms Thompson wrote.
"By banning cell phone use that distracts from learning, we are helping students to focus on acquiring the foundational skills they need like reading, writing and math. We will be making a formal announcement in the near future."
Ms Thomson said their consultations revealed 97% of parents, educators and stakeholders were in favour of a ban on the distracting devices.
The move was praised by many, but some say the ban is antiquated and a missed opportunity to teach children about responsible technology use.

The fact that it clearly states:
Laptop use in the classroom is at the instructors discretion.
This clearly means that the Instructor understands the place the LapTop holds and how and when it should be used, not to be used "Willy Nilly" to surf the internet and browse social media.

The downside of mobile devices
Distraction by mobile devices is indeed something to worry about. Jeffrey Kuznekoff studies communications at Miami University Middletown in Ohio. For one recent project, he let college students take notes during a video lecture. Afterward the students took a test on the material. During the video, one group of students could text or tweet about anything. Another group could text and tweet only if the messages related to the lecture. A control group couldnt text or tweet at all.
Texting on things that are unrelated to class can hurt student learning, Kuznekoff found. Overall, the control and class-related-message groups did 70 percent better on the test than did students that could text and tweet about anything. That control and relevant-message groups also scored 50 percent higher on note-taking
And they did A/B testing with Controlled groups:
The group that couldn't get distracted (Text/Tweet in class) & the group that was only allowed to (Text/Tweet about relevant class related message) performed 70% better on tests than the students who had free reign to do what they want with their "Smart Device"

The Control & relevant-message group performed better by 50% on note taking.

Those are some seriously high metrics for just "being able to pay more attention in class or be focused on the subject at hand that your teacher is teaching".

Youre putting yourself at a disadvantage when you are actively engaged with your mobile device in class and not engaged in whats going on, warns Kuznekoff. His team shared its findings in the July 2015 issue of Communication Education .
Confirming the issues on student distraction with Personal "Smart Devices"

Those findings mesh with what college students themselves report. Another new study found that the more time students said that they typically text, use social media or read online during class, the lower their grades are.
The students themselves even confirm that the more distracted they are by their personal "Smart Device's" the worst they perform.

A lot of students tend to think that they are good at multitasking, or doing more than one thing at a time, says Saraswathi Bellur. Shes a communications researcher at the University of Connecticut (UConn) in Storrs. In fact, she and her colleagues found, multitasking in class is likely to harm their academic performance.
Alot of students think they can multi-task, but the reality is that Multi-Tasking in class is more likely to hurt their Academic Performance.

We also have data that show that people who multitask during class or while doing homework have to spend more time studying, notes UConn coauthor Kristine Nowak. In other words, she argues, students who use mobile devices for something other than research or note-taking during class are not efficient, and it is costing them time.
Concludes Nowak, People believe they are better at multitasking than they are and this is leading them to bad study habits. Her group shared its findings in the December 2015 issue of Computers in Human Behavior.

Drawn to distraction?
The classroom isnt the only place where students use mobile devices when they should be focusing on something else. Talking and texting on cell phones play a role in more than one of four U.S. motor vehicle crashes. The National Safety Council in Itasca, Ill., made that estimate last May after reviewing 2013 data on road accidents.
In another recent study, many college students admitted that they often text, even when they know they shouldnt. Examples included texting during prayer services or in romantic situations.
College students seem to have almost a compulsion to use their cellphones, says Marissa Harrison. They cant resist checking their cellphones for texts. Harrison is a psychologist at Pennsylvania State University in Harrisburg who worked on this college-student study. Social Science Journal published her teams findings in June 2015.
In extreme cases, using mobile devices and social media too much can turn into an addiction. By that, scientists mean people develop a compelling need to engage in some behavior, even when they know the consequences can be bad.
One August 2014 study showed that college-age cellphone users can show some of the same symptoms that drug addicts do. For example, some students felt anxious when their phone was not available. Students showing signs of addiction also spent more and more time using their phones. Many admitted their phone use was excessive. A second study that same month concluded that students can become addicted to Facebook (although better ways to measure that addiction are needed). The Journal of Behavioral Addictions published both studies.

What should you do?
Try to avoid splitting your attention between whats going on in class and whatever you might feel a need to do with your mobile device, advises Kuznekoff at Miami University. Otherwise, he says, theres a danger youre spreading your attention too thin.
In order to pay more attention in class or even outside of school I recommend trying to obstruct your habits, says Aagaard. For example, turn your cellphone or tablet off, or at least put it in airplane mode. Then you wont wind up checking texts or using social-media sites without thinking.
Closing your laptop or tablet and putting your phone away more often could be good advice even outside the classroom. Stresses Harrison: Youre going to miss out on a whole new and exciting world if you cant get your head out of your phone screen.

SINGAPORE -- Every year, clinical psychologist Carol Balhetchet sees numerous patients in their teens or early 20s come through her Singapore office. Many suffer from depression, anorexia and other conditions; some have attempted suicide before consulting her.
Balhetchet's more than 20 years of experience have taught her that most cases stem from stress, and she thinks this factor is even more acute for today's young generations than it was in the past.
"There's academic stress, achievement stress, future job stress, and even [choosing] which university they go to is stressful," she said. "In today's society, very fast technology and very high financial economic progress -- that puts stress on our population. When it puts stress on the parents and family, then it in turn puts stress on our children, who are expected to succeed."
Data released in the city-state in July suggests the pressure is indeed mounting. A total of 397 people took their own lives in 2018, up 10% on the year, according to suicide prevention agency Samaritans of Singapore. Boys between the ages of 10 and 19 were particularly at risk, with 19 cases reported -- up from seven in 2017 and the highest number since 1991. "The prevalence of suicide mortality among youths and males is a significant societal concern," the agency said.
Youth suicide is not only a Singaporean problem but a regional one. Other countries, such as Japan, are also logging alarmingly high figures. There are no easy explanations, but experts say that as families have fewer children, each one feels more responsibility to be a high achiever. Constant exposure to social media may be difficult to cope with as well.
The cause of Suicide in Asian Students is due to stress to succeed and be an "Achiever".
It has nothing to do with inhibiting creativity.

"The relentless pursuit of perfection in today's society exposes our teens to different stressors faced by generations before them," Wong Lai Chun, Samaritans of Singapore's senior assistant director, told the Nikkei Asian Review. "With the pressure to achieve and meet higher expectations, some may choose to put on a facade that they are coping well to avoid being viewed as weak."

The UK's bans were from the past and they plan on revising it as technology progresses.

A student must have approval to possess other telecommunications devices such as netbooks, laptops, tablets or other portable computers, according to the handbook. The use of mobile telephones or any device capable of capturing images is strictly prohibited in locker rooms or restroom areas while at school or at a school-related or school-sponsored event.

If a student uses a telecommunications device without authorization during the school day, the device will be confiscated. The student may pick up the confiscated telecommunication device from the principals office for a fee of $15.

Magers said the Disciplinary Alternative Education Program lists cell phone violation/misuse of a wireless communication devices as text messaging tests or sharing school work information with others, taking pictures, sending pictures, sexting, cyberbullying and/or displaying pictures or other visual materials with a cell phone.

The teachers felt it "COULD improve learning", not will, not have improved.

There was no qualitative test or assessment as to if their plans even worked as they expected.

But teachers at that high school also were worried about their students becoming distracted.
