If you have a non-widescreen monitor, widescreen video will have horizontal bars on the top and bottom sides of the screen to account for how much taller the screen is than the image. If fullscreen video is completely filling a 16:9 screen, it's because the video has been stretched to fit, which causes substantial distortion. If you'd rather have that distortion than have it letterboxed, that's your prerogative, but it's outright wrong to say that widescreen images get letterboxed on widescreen displays, or that vertical bars are added.
