Depending on whether or not you accept the legality of EULAs and TOSes as binding agreements, there may actually be. Or that, at the very least, you're in violation of user terms and they're fully justified in banning you or deleting your account.

If you aren't selling the mod, the mod doesn't contain any copyrighted material, and your mod isn't a tool meant to directly pirate the game, then you're in the clear.

Otherwise the idea of a company legally cracking down on modifications of their products is/should be not possible. That doesn't mean they can't ban you.

Distributing the means to modify the software is not.

What I mean is, it's easy to distribute the means to modify the software and instructions on how to do that. That's both legal and easy.

Anyone with the software can do it themselves to their unmodified software, so it's basically the same.

Unless you mean pirating the game, which is of course illegal.
