IIRC the evidence for impersonation was along the lines of the new person acting differently and not knowing small details the original should have known. Maybe there was more evidence uncovered since then but I think my impression at the time was the evidence wasn't strong enough to ban the account. It might have been different if I remembered the original but I barely interacted with the person and don't really remember them at all. --- This was not the best year for my bracket.
