A lot of people have interpreted certain rape statutes in the US to mean that sex with an intoxicated person, even black out drunk, is rape, but actual case law says otherwise. You would have to pretend the week prior to today was all just a massive act, or that everyone simultaneously forgot to actually read the memo and just decided to react to it as IF it had meaningful content. Assuming it's propaganda in the first place is baseless. Nunes (or his staffers, or whoever) didn't write the memo for the intent of public dissemination, so this idea that the memo itself is a propaganda piece is baseless. The ONLY thing outside of security that's been harped on was that it cherrypicks 40 pages of document.
