Even if you make so little money that you pay specifically no income tax (or loophole your way around it), there's no way to avoid sales tax, vat taxes, etc. Unless you have literally no money at all including welfare money. We don't have VAT tax here. And sales tax as far as I know it does not contribute to these federal programs. It's also too small a tax to fund such benefits at the state level.
