this is based on several assumptions, including:
1. the police are effective at preventing murder, either as a deterrent or by direct intervention

4. reforming the system would end corruption and/or the actual problems
5. the reforms themselves will be permanent fixtures of the system, rather than policies that can be undone, ignored, or otherwise undermined

of these assumptions, 3 and 5 are outright false.

I have read many convincing arguments against 4 and none in favour of it, so it's going in the "tenuous" pile

the data on solved murders suggests that 2 is false as well. there is some semantic ambiguity in what counts as "effective" though, so I'll be generous and call it "tenuous" as well

the reduction in crime rates in Camden is, admittedly, not much to go on, but it does suggest that 1 is false as well.

so 2 assumptions of 5 are false, and the other 3 are tenuous.

you should probably do some re-examining of where these assumptions are coming from -- I can recommend some books/essays/articles to help you along if you like

it's worth noting that, in the musical, Farquaad's dad was a dwarf. in addition to explaining his height, this adds another layer into the idea that he wants to be seen as something he's not: he's deporting all the magical creatures despite being a magical creature himself

nen might be the most interesting power system in a fictional work. bending (and other power systems, like Quirks) has a more interesting way of integrating that power system into the society though.

also the HxH anime has a couple major shortcomings as an adaptation, while Avatar doesn't have that issue since it was a cartoon the whole time
