Police officers fatally shot a 31-year-old Bronx man on Wednesday afternoon after they were called to his home by his landlord and the man confronted them with a knife and what turned out to be a toy gun with a laser, the authorities said. It was the first shooting involving a New York City officer to be captured on police body cameras.

The police were summoned to the apartment, near Seton Falls Park, around 4 p.m. after the landlord reported that he had not seen his tenant in some time. The landlord escorted the first officers who arrived to the man’s third-floor unit and unlocked the door for them.

When they went inside, the man was clutching a small knife in his left hand and hiding his right hand behind his back, Carlos M. Gomez, the chief of department for the New York Police Department, said at a news conference late Wednesday.

The two officers repeatedly asked the man to drop the knife but he refused, Mr. Gomez said. After pleading with him, the officers noticed that he was gripping what appeared to be a laser-mounted pistol.

“We don’t want to hurt you,” an officer told the man, according to Mr. Gomez.

The man continued to ignore their orders to drop the weapons and then raised the gun, the police said. One officer shot a Taser at him and two others fired their handguns, striking the man multiple times, Mr. Gomez said.

The man, whose name was not immediately released, was pronounced dead in the apartment, which is in the 3700 block of Pratt Avenue in the Edenwald neighborhood. The man’s silver and black handgun turned out to be a toy, the police said.

Lawrence Thompson, who lives on the first floor of the building, said he overheard the man’s encounter with the officers. “The only thing I heard was gunshots: pow, pow, pow, pow,” said Mr. Thompson, sitting in the building’s garage while the police processed the scene.

He said the third-floor neighbor had moved into the red brick building about three months ago and kept to himself. “He passed by and didn’t say nothing to nobody,” Mr. Thompson, 58, said.

Mr. Gomez said that the four officers in the apartment during the shooting were all wearing body cameras, which captured their pleas with the man and the shooting. The officers, assigned to the city’s 47th Precinct, were issued the cameras two months ago.

Mr. Gomez said that the cameras showed that the officers had spent several minutes trying to get the man to cooperate before he was shot. He added that the police commissioner, James P. O’Neill, was reviewing the footage from the body cameras and would decide whether to make the videos public.

The New York Police Department, which initially resisted issuing body cameras to officers, started a yearlong pilot program with them in April. The first officers to wear them went on patrol in the 34th Precinct in Upper Manhattan.

By the end of this year, 1,200 officers in 20 precincts will be wearing cameras.

Social Democrat (SPD) leader Martin Schulz announced on Tuesday that he would allow a free vote on cannabis consumption. Now the government’s drug commissar has reacted angrily.

When YouTube stars asked Schulz on Tuesday whether MPs should be allowed to vote according to their conscience on the legalization of cannabis, the SPD leader replied “yes, that would be the sensible thing to do.”

But Schulz, who will become Chancellor if the SPD party wins the national election on September 24th, refrained from saying whether he himself would vote for the legalization of weed, pointing out that he had once been an alcoholic and it had taken him years to get over his addiction.

The SPD leader nonetheless added his voice to those of the Green Party, the Free Democrats (FDP) and Die Linke (the Left Party), who all call for a legalization of cannabis for recreational purposes.

But Schulz’s statement was met with anger by the government's drug commissar Marlene Mortler, who belongs to the arch conservative Christian Social Union (CSU).

“A decision over the correct way to deal with cannabis is no question of conscience,” she told the Passauer Neue Presse on Thursday.

“I have no idea what exactly the SPD want when it comes to cannabis. Some of them want legalization, others are against it, and Mr Schulz has no idea what he wants."

Mortler said that the arguments against complete legalization of the drug were stronger now than they had ever been before. She has previously accused the FDP, Die Linke and the Greens of a “complete lack of responsibility” on the issue of cannabis.

In January Germany voted to legalize cannabis consumption for medical purposes.

Patients suffering from serious illness, such as multiple sclerosis, chronic pain, serious appetite loss or nausea from chemotherapy, are now able to receive prescriptions from their doctors for medical marijuana.

A former male nursery school teacher was sentenced to 15 years in prison Thursday for sexually abusing preschool girls and filming the acts in the northeastern city of Sendai.

The Sendai District Court said that from October 2015 to October 2016 Ryota Abe, 27, removed the underwear of 10 girls aged 3 to 6 at the nursery school where he worked, pressed his body against them and filmed the acts with his smartphone.

"He abused his duty to aid the healthy growth of young girls," Judge Masanori Ta****a said, calling his acts "the most vicious among indecent assault cases" as he was "shrewd and mean" in telling the girls not to speak to anyone about the incidents.

This heartwarming wedding engagement has earned itself the unique title of “the papal proposal” after a man popped the question to his girlfriend in front of Pope Francis.

Dario Ramirez, who is a Venezuelan politician seeking refuge from the totalitarian Maduro regime, was visiting His Holiness at the Vatican earlier this week. The human rights activist was meeting with Catholic legislators to discuss the situation in his home country.

President Donald Trump announced last Friday that he will nominate Richard Grenell, a former U.S. spokesman at the United Nations under the George W. Bush administration, to be the next ambassador to Germany.

Grenell, a supporter of Trump during last year’s presidential campaign, had his name floated for the position of U.S. Ambassador to the United Nations, which went to former South Carolina Gov. Nikki Haley.

According to Politico, he was also considered for the post of NATO ambassador, which went to former Texas Sen. Kay Bailey Hutchison in June. If confirmed by the U.S. Senate, Grenell would become the first openly gay appointee in the Trump administration.

Grenell, 50, has a long history of working for Republican politicians, from New York Gov. George Pataki to South Carolina Congressman Mark Sanford.

He also served as a foreign policy advisor to 2012 GOP presidential nominee Mitt Romney, but was forced to step down after social conservatives objected to his sexual orientation and support for same-sex marriage.

He is best known for his presence on social media and his frequent role as a commentator on conservative news outlets. Since Trump was elected, he has defended the president and the administration’s choices on many issues, including on LGBTQ rights in an op-ed for The Washington Times just prior to last year’s election.

“No other Republican Presidential nominee in history has embraced the LGBT community in such a loud and proud way,” Grenell wrote. “His rainbow flag waiving in Colorado was only the latest sign of his continued support for gay equality. Despite the string of terror attacks in Paris since 2015, Parisians feel secure, according to the latest in-depth survey by the Paris region's Urban Planning Institute. The results of the enquiry, which attempts to gauge how safe residents of the French capital feel going about their daily lives, are published every two years.

Conducted by market research company Kantar TNS, the survey, introduced in 1998, asks 10,500 people living in the Paris area, aged 15 and up, a series of "rigorous" questions to see how far people living there feel secure.

And the results were perhaps a bit surprising. According to data from 2014, 2015 and 2016, "just" 50.6 percent of people surveyed felt in greater danger than before, compared to 68.2 percent in 2001.

This shows that despite the November 13th attacks in 2015, as well as a series of other terrorist assaults, including those on soldiers and policeman, people are not letting fear dominate their lives.

But this doesn't mean to say that they don't think it's a problem, with 62.2 percent of the respondents considering it "the most worrying problem for French society", according to the survey published in the French weekly Le Journal de Dimanche.

The "historic" drop also goes for people's feelings on the amount of delinquency, for example thefts and assault, in the region. The survey showed that 47.8 percent of people had been through these experiences during the period, compared to 53.4 percent in 2001.

People also feel that thefts without violence are on the decline.

Indeed, only sexual violations and those committed by people close to the victims have stagnated at 1.4 percent compared to 1.3 percent.

The overall improvement in people's confidence extends to other areas of daily life too, with people living in Paris or the Paris area feeling increasingly safe on public transport (38.1 percent compared to 43.8 percent in 2001), when going home at night (19.8 percent compared to 29.1 percent in 2001), as well as at home (7.7 percent compared to 8.3 percent).

And despite 57.3 percent of people surveyed saying that they put up with nuisance behaviour in their area, including loud neighbours, drug problems and vandalism, this doesn't affect they way they live their lives.

As a result, 92 percent of them believed their area to be an agreeable place to live.

"This is a serious and very interesting survey that sheds light on those selected to take part. I'd like to extend its scope," said Frédéric Péchenard, from the right-wing Les Republicains party, who looks after security in the area.

The ex-police officer went on to say that "the first results were encouraging" and were largely the result of "the state of emergency and the presence of police officers and soldiers in the region".

The final and more detailed version of the report is due to be published by the end of the year.
