A United Nations expert on freedom of expression said in a new interview that President Trump is the worst perpetrator of fake news and disinformation.

In my own country, the United States, the worst perpetrator of false information is the president of the United States, David Kaye, the U.N. special rapporteur on the promotion and protection of the right to freedom of expression and opinion, told Digital Rights Monitor.

Earlier this month, The Washington Post's fact-checker introduced a Bottomless Pinocchio rating to call Trump out on his repeated false claims.

Kaye, who is also a law professor at the University of California, Irvine, also said that everybody is struggling with how to deal with the spread of misinformation and fake news from governments and foreign adversaries being spread online.

He added that journalists need to be covering" fake news and propaganda, but noted that its time consuming; it takes away from other reporting you might do, and when you do it you can come under pressure from the government or other actors.

He suggested that tech platforms do more to combat disinformation without evaluating content.

They cant just zap it and say, This is fake news, its off the platform, Kaye said. But they can do things like identify how long is this Twitter account thats tweeting all of this information, how long has it been in effect? Was it created three hours ago? Well then, maybe it should be restricted.

Facebook, Twitter and other social media platforms have come under fire from both the right and the left about how they handle disinformation.

Trump, who repeatedly refers to unflattering coverage of his administration as fake news, has been among the conservative voices criticizing social media platforms for alleged silencing of right-wing accounts, which the tech companies have denied.

A man wearing tactical-style clothing and carrying a loaded firearm and extra ammunition who said he was on his way to a Texas church to fulfill a prophecy was arrested early on Sunday morning, officials said.

The man, identified by the police as Tony D. Albert, 33, of Houston, was taken into custody in Seguin, Tex., a city about 35 miles east of San Antonio. He did not say which church he planned to go to, Officer Tanya Brown of the Seguin Police Department said.

It was still dark outside when Mr. Albert, who was wearing sunglasses, stopped at Las Maanitas restaurant around 6:30 a.m. A worker there, Brianna Jimenez, 18, went to greet him but he waved her off and he went into the restroom for close to 30 minutes, she said.

I totally forgot he was in there, Ms. Jimenez said on Sunday. When Mr. Albert, who was carrying a backpack, left the restroom, he turned to Ms. Jimenez.

He asks me Do you know where the nearest Baptist church is at? Ms. Jimenez said.

Ms. Jimenez and her mother pointed him toward a church down the road. Mr. Albert told Ms. Jimenez that he had been to that church many years ago and asked for the next nearest one. Ms. Jimenezs mother gave him directions.

He was looking for a church with a fountain in the back, Ms. Jimenez said. It kind of seemed like he was on a mission to go to that church.

Her mother, Gabriela Jimenez, said he came out of the restroom wearing a white or baby blue surgical mask that covered his mouth. That grabbed her attention.

Then she saw the gun.

He had it in his hand the whole time, Gabriela Jimenez said. The way he was standing he had it in his right hand and you could not see it until he turned around to walk away.

Mr. Albert did not do anything to alarm her before she saw the gun, she said. He seemed calm. He did not give us any attitude, Gabriela Jimenez said.

Mr. Albert asked Brianna Jimenez for a ride to the second church twice and twice she declined. When he turned to leave the restaurant, he was gripping his gun, she said.

Once he was outside, Brianna Jimenez motioned to a friend who was closer to the door to lock it. Everyone hid in the kitchen while Gabriela Jimenez called the police. An off-duty officer was the first to arrive and observed an oddly dressed male wearing tactical-style clothing, the Police Department said on its Facebook page.

Mr. Albert was taken to the Guadalupe County Jail and booked on charges of possession of marijuana and felon in possession of a firearm, Officer Brown said. Mr. Albert told the authorities he was headed to a church to fulfill a prophecy, officials said.

I do not have any indication that hes known to have mental illness, David Willborn, the county prosecutor, said in an email. His behavior indicates that there is certainly cause for concern regarding his mental health.

He said he suggested that Mr. Albert face additional charges. Mr. Albert will not be arraigned until a grand jury hears his case in January.

The Seguin Police Department is extremely grateful to the citizen who called the police, Officer Brown said on Facebook. If this subject was not stopped and apprehended the results could have ended differently.

No it isn't.

Grabbing someone by the hair and telling them that they will have sex with you is assault and then actually have sex with them while you are using force on their body is most certainly rape.

California pet stores soon will be allowed to sell dogs, cats and rabbits only if they come from shelters or non-profit rescue organizations.

Under legislation going into effect on January 1, store operators also will have to be able to provide records of origin for the animals or face a $500 penalty per animal.

The Pet Rescue and Adoption Act was introduced by assembly member Patrick O'Donnell and signed into law by California Governor Jerry Brown in October 2017.
Under the law, individuals are still allowed to buy from private breeders, but stores are prohibited from doing so.

In a press release issued at the time, O'Donnell touted the law as an end to "puppy mills" and "kitten factories." California is the first state in the country to introduce such legislation.
O'Donnell called the law a "big win for our four-legged friends" and also for taxpayers, who he said spent more than $250 million a year to house and euthanize shelter animals.

The act specifies that pet store operators can sell dogs, cats and rabbits only from a public animal control agency or shelter, society for the prevention of cruelty to animals shelter, humane society shelter, or rescue group in cooperation with an animal shelter.

It requires "each pet store to maintain records sufficient to document the source of each dog, cat, or rabbit the pet store sells or provides space for, for at least one year, and to post, in a conspicuous location on the cage or enclosure of each animal, a sign listing the name of the entity from which each dog, cat, or rabbit was obtained."

The stores also will be required to give public animal control agencies or shelters periodic access to those records.

On Thursday, Gov. Rick Snyder signed into law a bill sponsored by Rep. Pete Lucido, R-Shelby Township that formally defines cyberbullying as a misdemeanor crime punishable by 93 days in jail and a $500 fine. Public Act 457 of 2018 will take effect in March.

According to the law, a "pattern of repeated harassment" is a felony punishable by up to five years in prison and a $5,000 fine. Meanwhile, cyberbullying that is found to cause a victims death is punishable by up to 10 years in prison and a $10,000 fine.

According to Lucido's bill, "cyberbullying" is defined by "posting a message or statement in a public media forum about any other person" if both "the message or statement is intended to place a person in fear of bodily harm or death and expresses an intent to commit violence against the person" and "the message or statement is posted with the intent to communicate a threat or with knowledge that it will be viewed as a threat."

A "pattern of harassing or intimidating behavior" means a series of two or more separate noncontinuous acts of harassing or intimidating behavior. And a "public media forum" refers to "the internet or any other medium designed or intended to be used to convey information to other individuals, regardless of whether a membership or password is required to view the information."

"Cyberbullying can cause just as much trauma as traditional bullying so it's important that it be considered a crime," Snyder said in a statement. "With this bill, we are sending a message that bullying of any kind is not tolerated in Michigan."

It is Trumps zero tolerance policy and restrictions on asylum seekers that is necessitating these children be held at government facilities that are not prepared to hold so many people, especially young children. And because they implemented these policies, the administration should have anticipated a need for medical services for migrants coming across. But only after two children have died is the administration even talking about making changes.


Basically immigrant children haven't died until Trump's admin came in and implemented their policies.

A civil rights group has sued the U.S. government, saying it needs more information about surveillance of Americans phone and financial records to guide the public debate over what will happen when the law that regulates the scrutiny expires next year.

The American Civil Liberties Union sued the National Security Agency, the director of national intelligence, the CIA and the Justice Department on Friday in Manhattan federal court, seeking information about a program that collects records during investigations into terrorism or clandestine intelligence activities.

According to the lawsuit, the government has not responded to requests made last month for information about its surveillance of Americans under a 2015 law. Congress used the law to set boundaries on the NSAs bulk collection of call records and other data after former NSA contractor Edward Snowden leaked documents revealing extensive government surveillance.

The law requires annual reports to Congress from the intelligence community and forces the government to seek a court order to collect call records to obtain intelligence. Requests of records of U.S. citizens for investigations cannot be based solely on activities protected by the First Amendment.

A government spokesman declined comment.

The limits on the surveillance are due to expire in 2019, and the ACLU says more information is needed for a healthy debate before the law is reauthorized or changes are made.

The group said the failure of the government to release any relevant records since the submission of its Freedom of Information Act request last month is concerning because the request relates to sweeping surveillance activities that implicate core privacy and free speech rights of Americans, according to the lawsuit.

The lawsuit, the ACLU added, is necessary because the public lacks adequate information about how the government collects vast numbers of Americans communications records, financial records and other data without a warrant.

It said the law was meant to curtail unnecessary surveillance, but data collection continues to occur on an immense scale. For instance, the lawsuit noted, the government said it collected over 534 million call detail records in 2017 even though it reported having only 40 surveillance targets.

The lawsuit asked a judge to order the government to immediately process and release any relevant records.

But TSA Administrator David Pekoske said the agency is also making at least one new change to reduce traveler stress: deploying more floppy-ear dogs, rather than pointy-ear dogs, to sniff out explosives in public areas.

During a recent tour of Washington Dulles International Airport, Pekoske told the Washington Examiner that his agency believes floppy-ear dogs are less intimidating to travelers than dogs with pointy ears.

We find the passenger acceptance of floppy-ear dogs is just better, he said. It presents just a little bit less of a concern. Doesnt scare children.

The TSA has more than 900 teams of officers and explosive-sniffing dogs either screening passengers at airports or sniffing cargo and baggage behind the scenes. About a third of those dogs interact with passengers in airports, according to the TSA.

The agency says it trains seven breeds of dogs: German shepherds (pointy ears), Labrador retrievers (floppy ears), German shorthaired pointers (floppy ears), wirehaired pointers (floppy ears), Vizslas (floppy ears), Belgian Malinois (pointy ears) and golden retrievers (floppy ears).

Apple Inc will begin assembling its top-end iPhones in India through the local unit of Foxconn as early as 2019, the first time the Taiwanese contract manufacturer will have made the product in the country, according to a source familiar with the matter.

Importantly, Foxconn will be assembling the most expensive models, such as devices in the flagship iPhone X family, the source said, potentially taking Apple's business in India to a new level.

The work will take place at Foxconn's plant in Sriperumbudur town in the southern state of Tamil Nadu, said the source, who is not authorized to speak to the media and so declined to be named.

Foxconn, which already makes phones for Xiaomi Corp in India, will invest 25 billion Indian rupees ($356 million) to expand the plant, including investment in iPhone production, Tamil Nadu's Industries Minister M C Sampath told Reuters.

The investment may create as many as 25,000 jobs, he added.

Another source also said Foxconn planned to assemble iPhones in India, in a move that could help both it and Apple to limit the impact of a trade war between the United States and China.

The Hindu newspaper first reported on Dec. 24 that the Foxconn plant would begin manufacturing various models of the iPhone. Reuters is first to report the size of the investment and the kind of phones to be assembled.

Apple spokeswoman Trudy Muller declined to comment. Foxconn said it did not comment on matters related to current or potential customers, or any of their products.

Until now, Cupertino, California-based Apple has only assembled the lower-cost SE and 6S models in India through Wistron Corp's local unit in the Bengaluru technology hub.

Its sales in India have also been focused on lower-end phones - more than half of its sales volume is driven by models older than the iPhone 8, launched last year, according to technology research firm Counterpoint.

Apple launched the pricey iPhone X last year but has cut production of that phone, according to industry analysts, since it began selling the newer versions, iPhone XS and XR, globally this year.

Still, it could potentially get Foxconn to make the older iPhone X version in India where it sells cheaper models in a bid to get a bigger share of the world's fastest growing major mobile phone market.

Full details of Apple's deal with Foxconn are not yet clear and could change.

It is not known if any of the iPhone assembly is being moved from existing Foxconn factories in China and elsewhere. It is also unclear whether the production will be confined to assembly or include any component production in India.

For Apple, widening assembly beyond China is critical to mitigate the risks of the Sino-U.S. trade war.

Foxconn, the world's biggest electronics contract manufacturer, is considering setting up a factory in Vietnam, Vietnamese state media reported this month. If that goes ahead, it will be one of the biggest recent steps by a major company to secure an additional production base outside of China.

Foxconn has previously admitted the China-U.S. trade spat was its biggest challenge and that its senior executives were making plans to counter the impact.

"Widening iPhone manufacturing in India through Foxconn will allow Apple to hedge the risk of any new U.S. trade policies," said Navkendar Singh, an associate research director at International Data Corporation.

Indian taxes on import of devices and components have also heightened Apple's headache in a market where it has only a 1 percent share by smartphone shipments.

The Office of Personnel Management tweeted a link to letter templates that can be sent to creditors, mortgage companies or landlords explaining financial difficulties for government workers during the shutdown.

"As we discussed, I am a Federal employee who has recently been furloughed due to a lack of funding of my agency. Because of this, my income has been severely cut and I am unable to pay the entire cost of my rent, along with my other expenses," the template for writing a letter to landlords read. "I will keep in touch with you to keep you informed about my income status and I would like to discuss with you the possibility of trading my services to perform maintenance (e.g. painting, carpentry work) in exchange for partial rent payments."

American Federation of Government Employees spokeswoman Ashley De Smeth told Reuters that the letter templates were created in 2013, when the government shut down after funding disagreements related to President Obama's health care legislation.
