At least Pokemon Yellow made contextual sense, since it was supposed to mimic the anime where Pikachu didn't want to evolve so Ash left him as is. There's no real basis for non-evolution and, afaik, Eevee doesn't have a held item that can make him more viable as an unevolved Pokemon.

Theres an episode in the original anime where Ash meets the Eevee brothers and the youngest brothers Eevee doesnt want to evolve and we learn they can be just as strong without evolution.
